Dear President/General Secretary,

We are happy to provide you the Qualification System for the Tokyo 2020 Olympic Games weightlifting competition approved by the IOC Executive Board.

The key principles of the new system is that athletes can qualify individually based on pure performance.
Following the IOC decision on 09 June 2017 regarding the athlete quota of 196 athletes and medal event program of 7 men plus 7 women, the brand new and innovative Qualification System was fundamentally designed to protect and promote the values, integrity and ideals of the clean athlete.
Furthermore the IOC delivered a clear message that the athlete quota reduction should be targeted at those NOCs with the highest number of anti-doping rule violations from the past, including the sample re-testing programme for the Games 
of the Olympiad Beijing 2008 and London 2012. However the System still provides the possibility to all NOCs to participate at the Tokyo 2020 Olympic Games and the rules equally apply to all IWF Member Federations.
Following an open and transparent process – including all Member Federations and elected Officials – the Qualification System was approved by the IWF Executive Board before it was submitted to the IOC Executive Board for final approval.
Understanding that the new Qualification System might raise further questions; and in order to avoid any misunderstanding and ensure smooth implementation, an explanatory document and further information on Robi Points will be provided soon.
